TAD Seeks New System to Enhance Operations and Improve Taxpayer Experience


The Tarrant Appraisal District (TAD) is excited to announce its search for a new state-of-the-art appraisal system. This significant upgrade aims to enhance our capabilities, boost data security, and leverage the latest advances in computing and information processing technology to provide superior customer service.

A new system is integral to improving the taxpayer experience by offering faster service and greater access to data. By utilizing cutting-edge cloud-based technology, we can ensure increased security and processing speeds, allowing us to serve the community more efficiently and effectively.

Key Requirements and Features:

  • Modern Technology: The new system will accommodate the expanded requirements of our operations, expand capabilities, and increase data security. It will leverage the latest advances in computing and information processing technology.
  • Flexibility and Efficiency: The system must be responsive to departmental needs and adaptable to future changes required by the Texas State Legislature, technology advancements, and industry standards. It will operate efficiently to meet the performance demands of all users, both internally and externally.
  • Advanced Computing and Communications Technology: The system will incorporate current technology for application development, distributed and online data entry, structured systems design, ad-hoc report creation, integration with various databases and applications, FTP capabilities, multiple database backups, and robust security controls.
  • Online Applications Support: The new system will support online applications for the appeals process, informal value negotiation, ARB meetings, electronic communication, appraisal notices, application filing, APIs, Microsoft 365, and One Drive.
  • Compliance: The software will support mass appraisal functions according to Texas State Law, the Texas Property Tax Code, Texas Property Tax Assistance Division rules, and USPAP standards.
  • Proven and Progressive: The system will represent state-of-the-art technology, providing flexibility, ease of maintenance, user-friendly interfaces, and online help features. It will offer ready access to necessary information, good response times, reduced paper shuffling, easy data importing/exporting, and cost-effective operation.
  • Full Integration: The new software package will apply full integration of all components, reducing duplicative data entry and ensuring normalized information storage.
  • Innovation: TAD encourages vendors to offer innovative solutions to meet our system needs, resulting in enhanced overall operations and efficiency.
  • Comprehensive Maintenance: The vendor will be responsible for engineering, designing, programming, installing, converting data, testing, and maintaining the new system. A project manager will serve as a single point of contact throughout the project's planning and implementation.
